4.     MATTERS ARISING FROM MINUTES:

Item 2(2): High hedges/sight lines: The Parish Clerk has spoken to both landowners who have agreed to reduce their field hedge heights at Street Lane/Cross Lane to improve sight lines.

Item 2(3): Dog fouling in Pickhill: An ongoing issue which is recognised as difficult to “police”.

Agreed: Notice also on notice board and website seeking co-operation from dog owners.

Item 4: Defibrillator update: Pickhill unit had a recent routine check by Mr Grubb, in order.

5.     PLANNING:

(1)   Thistle-Doo, Street Lane, Pickhill (Ref: 22/02163/FUL): full application for 3 bed dormer bungalow. Discussed at length. Councillors were against yet another large dwelling on the edge of the village when the need for some affordable housing was determined in a survey carried out in 2019.                                                              Agreed: Parish Council to object.

(2)   Highness Farm, Pickhill: Prior notification of adding a roof membrane to existing slurry tank.

(3)   Communications Tower & Compound at Sinderby Station: advance info from Clarke Communications re changes to accommodate 5G (broadband).

Items 2 and 3 were noted but no decision required at this stage.

(4)   Updates re existing applications: Land east of Maythorn Cottage, Sinderby: now granted.

6.     FINANCE:

Clerk’s update: Remittance advice received for the precept payment of £1806. Donation made to Pickhill Church of £250 towards grass-cutting. Rospa invoice/report received and being paid.

7.    ONGOING ISSUES/PROJECTS:

(1) Playground - Rospa Report on playground inspection identifies some maintenance issues. Councillors met on site the previous day and drew up an action plan for repairs, by Parish Council members where possible. Again we were dissatisfied with the inspection by Play Safety, on behalf of ROSPA; again refers to the zip-line end stop being in the wrong place, but still failed to advise where it should be, despite requests, as the manufacturer has inspected and said it is positioned correctly.

Agreed: implement repairs action plan and also seek another inspection supplier.

(2)  Picnic Tables – five quotes obtained for multi-coloured 100% recycled plastic heavy duty tables for Pickhill playground. Yorkshire Purchasing Organisation quote is best option. Cllr Webster has advised he has a “Locality Fund” and seeks applications for improving local facilities.                                               Agreed: apply to Cllr Webster for funding for 3 tables.

(3) Parish Council website – draft proposals for updating the content were circulated prior to the meeting. Mr Grubb and Mr Reade were thanked for maintaining the website.

Agreed: implement updates, plus ask residents for village photos to consider inclusion.

          (4) New North Yorkshire Council – update provided after recent webinar briefing on progress.

8.     CORRESPONDENCE

Circulars received:  a “street furniture” provider and one offering Christmas street illuminations. Noted.

9.     COUNCILLORS REPORTS

(1)   Mr Clarke had received reports of a resident on Pickhill village green piling their lawn cuttings on a section of the green in Church Hill. This will be monitored.                    For next agenda.

(2)    Mr Clarke also had reports of a car parking intermittently on the village green and this too will be monitored.                                                                                                  For next agenda.

(3)    Mrs Grubb referred to increased printing needs recently but advised that expense can be kept down by the Clerk using an “Instant Ink” service at a small monthly charge, much cheaper than buying ink cartridges.                                                                                                    Agreed.

Also: D Grubb (Minutes). 2. APOLOGIES: Cllr David Webster (NYC) 3. APPROVAL OF MINUTES OF LAST MEETING (14 April ‘26 – Minute Ref. 348) Agreed. Signed by Chair . 4. MATTERS ARISING FROM MINUTES OF 14 APRIL : 1 . Dog Fouling (raised in Open Session): Mr Barker referred to the complaint received at the previous parish council meeting. This was the only complaint on this subject raised in the past 12 months. The Parish Council still has spare signs from when they were placed around the village green. Agreed to look at placing additional signs; the Parish Council would not approach the school. 2. Crisis & Resilience Fund (raised at item 8): Parish Clerk reported that an information notice about this emergency funding source had been circulated via the Parish Council website, notice-boards and the villages on-line “Chatter” page, as requested by the Chairman. 5. PLANNING: 1. New Application: Sinderby Lane – proposed new barn & hardstanding . Agreed: no objections. 2. New Application: Low Ness Farm – farm buildings. Decided by Planning: no application needed. 3. Updates on Earlier Applications: Stannum Barn – plans for workshop now granted. Noted. 6. FINANCE: 1. Parish Clerk’s Update: Half payment received on Precept, other half will be paid in October. We have been advised the Parish Council is to receive a CIL payment of £5775.30 for the two new houses under construction in Sinderby. The Zurich insurance policy is due for renewal at £459. Zurich offered a cheaper on-line policy, but enquiries revealed that the zip-wire means we are not eligible for it. This prompted a cover review by them; as a result we have added the new goal posts, picnic benches, blue bench seats and playground fence – at no extra cost this year. Payment agreed. 2. Accounts/AGAR returns: to be posted on Parish Council website as required by regulations. Noted. 7. PROJECTS: 1. Car Parking . Mr Barker reported there were two types of matting. The best option would be mud control mats, but this would be around £12,000 (level area and lay mats). The cheaper mats require hard-standing beneath. Mr Barker has obtained samples of both but proposes the mud control type - much stronger, easier to install and grass will grow through, in time. We await hearing re the grant we have applied for towards the associated fencing. For next Agenda. 2. Playground: There would be a maintenance review this summer, prior to ROSPA inspection. 8. CORRESPONDENCE: (circulated to councillors in advance of meeting): Nothing requiring action. 9. COUNCILLORS REPORTS. Cllr Webster (NYC) has sent an update on current county issues: Attached as an appendix . Mrs Grubb: Mr Robson had raised the state of the road surface on Church Hill, breaking up. She will report it to Highways. Noted. Mrs Grubb: When a CIL payment is made, we get 15% and NYC get the remainder. Parish Councils who have registered a Neighbourhood Plan are entitled to a 25% share. However there is a lot of work required in preparing, finalising and having a plan adopted. She had a sample from another Parish Council. Noted. 10. ANY OTHER BUSINESS : Nil. Signed: R Barker Dated: 2 July 2026
