Minutes of meeting held on 23 May 2023 at Pickhill School. Ref: 331

1.   PRESENT: Mr Ron Barker (Chair), Mr Graham Clarke (Vice Chair), Mrs Norma Grubb (Cllr & Clerk),     Mr Mr Jim Wadsworth.

2.   OPEN SESSION:  Mr Walker queried if the website domain name had a renewal cost - Clerk confirmed a small domain name annual charge; majority of cost was website renewal. Mr Walker pointed out the Jubilee oak sapling had died - Councillors aware; agreed to replace in the autumn when conditions are more favourable. Mr Walker noted a broken tree branch on Pickhill Green and Mr Clarke also noted one of the cherry trees was slowly expiring.

 

3.   MINUTES OF LAST MEETING (11 April 2023 - Minute Ref 330):          Agreed by all. Signed by Chair.

 

4.   MATTERS ARISING FROM MINUTES:

1.   Speeding: Clerk reported on a feasibility evaluation re electronic speed warning sign - location:  needs to be sited within or at entry to 30 mph zone, have fifty metre sight line (straight road) to measure speed, not directly outside homes due to flashing at night. Of the four entry points into our villages, due to bends and housing, only one - Pickhill  top of hill approach - is suitable. This would prevent moving the sign for maximum value. Consequently pursual not recommended.     Agreed.

2.   Potholes in Pickhill and Sinderby : were filled by Highways contractors the day after last meeting, though some have already been dislodged (also see item 7(3)).                                            Noted.

3.   School car park  -  contact with Council ongoing to try and have this included in next road repairs.  

       

4.   PLANNING:

Two applications for tree works: Pickhill conservation area in private gardens, on safety grounds. This was dealt with between meetings to meet a 30 day limit on this type of application.       No objections.

 

5.   FINANCE:

Clerk reported change to precept payment from NYC: all received April, not 2 instalments as HDC. Noted.                                                                                     

 

7. ONGOING ISSUES:

(1) Tree trimming at Sinderby Green: contractors had asked for low branches to be trimmed back for access. It was felt that the quote obtained was too much. Councillors arranged to meet and do the work.  

(2) Pickhill Playground: Mr Barker and Mr Clarke would also meet there to move things forward (replacement timbers, bolt caps, matting etc).

(3) Pickhill road maintenance: Mr Barker had met with the Highways engineer who was marking up Street Lane and Lowfields Lane, for the promised resurfacing, now projected for this summer. Whilst scaled back from original plans, it will still deliver a big improvement for the whole village.               Noted.

9.   COUNCILLORS REPORTS:

Mr Barker: Coronation Day – 6th May 2023: The afternoon on the village green saw good weather, good attendance (100 to 120 people) with music, dancing, marquees etc. Bring your own picnics; a bar and Chinese food available thanks to Alice and Sam at the Nags Head. It was a very enjoyable occasion. Mrs Grubb thanked Mr Barker for his hard work in arranging the event. He in turn expressed his thanks to Donna Alexander who arranged the posters and publicity.

Also: D Grubb (Minutes). 2. APOLOGIES: Cllr David Webster (NYC) 3. APPROVAL OF MINUTES OF LAST MEETING (14 April ‘26 – Minute Ref. 348) Agreed. Signed by Chair . 4. MATTERS ARISING FROM MINUTES OF 14 APRIL : 1 . Dog Fouling (raised in Open Session): Mr Barker referred to the complaint received at the previous parish council meeting. This was the only complaint on this subject raised in the past 12 months. The Parish Council still has spare signs from when they were placed around the village green. Agreed to look at placing additional signs; the Parish Council would not approach the school. 2. Crisis & Resilience Fund (raised at item 8): Parish Clerk reported that an information notice about this emergency funding source had been circulated via the Parish Council website, notice-boards and the villages on-line “Chatter” page, as requested by the Chairman. 5. PLANNING: 1. New Application: Sinderby Lane – proposed new barn & hardstanding . Agreed: no objections. 2. New Application: Low Ness Farm – farm buildings. Decided by Planning: no application needed. 3. Updates on Earlier Applications: Stannum Barn – plans for workshop now granted. Noted. 6. FINANCE: 1. Parish Clerk’s Update: Half payment received on Precept, other half will be paid in October. We have been advised the Parish Council is to receive a CIL payment of £5775.30 for the two new houses under construction in Sinderby. The Zurich insurance policy is due for renewal at £459. Zurich offered a cheaper on-line policy, but enquiries revealed that the zip-wire means we are not eligible for it. This prompted a cover review by them; as a result we have added the new goal posts, picnic benches, blue bench seats and playground fence – at no extra cost this year. Payment agreed. 2. Accounts/AGAR returns: to be posted on Parish Council website as required by regulations. Noted. 7. PROJECTS: 1. Car Parking . Mr Barker reported there were two types of matting. The best option would be mud control mats, but this would be around £12,000 (level area and lay mats). The cheaper mats require hard-standing beneath. Mr Barker has obtained samples of both but proposes the mud control type - much stronger, easier to install and grass will grow through, in time. We await hearing re the grant we have applied for towards the associated fencing. For next Agenda. 2. Playground: There would be a maintenance review this summer, prior to ROSPA inspection. 8. CORRESPONDENCE: (circulated to councillors in advance of meeting): Nothing requiring action. 9. COUNCILLORS REPORTS. Cllr Webster (NYC) has sent an update on current county issues: Attached as an appendix . Mrs Grubb: Mr Robson had raised the state of the road surface on Church Hill, breaking up. She will report it to Highways. Noted. Mrs Grubb: When a CIL payment is made, we get 15% and NYC get the remainder. Parish Councils who have registered a Neighbourhood Plan are entitled to a 25% share. However there is a lot of work required in preparing, finalising and having a plan adopted.
